When using multiplayer it says NFCA-2 and won't let me use it, what does that mean? why? (I didn't use any cheats)

The game's server was messed up, there's no any developer intervening and fixing the server. I can't even get event rewards, The second image was a reply from PTG a month ago to me with a report ticket that did not receive an event reward.
